Is education for sale ?
Letter n°1, september 2002

1

Marketing education services, “vouchers” allowing American parents to “buy” their children’s education, decreasing public education funds in a number of countries, businesses financing education... These are just some of the many advanced signs indicating a willingness to liberalise education, a huge market today, worth some 2000 millions of US dollars.

In April 2002, in accordance with the objectives and framework of the World Trade Organisation (WTO), the General Agreement on Trade in Services (GATS) included education services in the list of sectors to be liberalised.
