Selon la Commission européenne, « Tous les États membres de l’Union européenne ont intégré l’éducation à la citoyenneté dans les programmes scolaires de leur enseignement primaire et secondaire selon des modalités qui leur sont propres. Par contre, il reste beaucoup à faire pour améliorer les connaissances et les compétences requises pour l’enseignement de cette matière: deux pays seulement, le Royaume-Uni (Angleterre) et la Slovaquie, proposent dans leurs programmes de formation initiale une formation destinée aux futurs enseignants spécialisés. »
