Le Rapport annuel des Inspection générales est sans équivoque : « Très souvent, les élèves de famille gitane souffrent d’une ségrégation objective résultant des dispositifs ou des structures élaborés pour résoudre des difficultés pédagogiques. Dans les écoles, la ségrégation préexiste du seul fait qu'elle se trouve en un lieu déjà ségrégatif. »
